Santos Joel Rodriguez-Cruz, became a "non-complaint" registered sex offender when he "failed to verify his information between the required times," Lebanon City police and Pennsylvania State Police said in separate releases.

The 30-year-old only is required to check in with PSP once a year to be photographed and register his address, workplace details, and any vehicles he may own. He failed to do any of that before Oct. 23, 2023, documents show. A warrant for his arrest was issued for the charge of a Megan's Law Violation and a preliminary hearing was scheduled for Dec. 15, but he failed to show up. Another hearing is set before Magisterial District Judge Aurelis Figueroa at 8 a.m. on Feb. 2, 2024.

His offense in Colorado happened on Sept. 3, 2017, and he was convicted on Aug. 26, 2019, according to the PA Sex Offender Registry. He most recently lived at 460 New Street in Lebanon and worked in a warehouse located at 20 Martha Drive in Bethel, Bethel Township, the profile shows.

  • A scar across his left eyebrow.
  • A red skull is tattooed on his left wrist.
  • On his lower left arm, he has tattoos of two clowns, the words"Olga" and "Santos", and dice.
  • Approximately four faces and skulls cover his upper left arm.

A new tattoo of a word above his right eye at his hairline was included in his 2022 photograph but not noted, as were ear piercings.
